More NASA Color Problems?

This first photo was released by NASA as if they were proud of it.  Is this what we paid $800 million dollars for?  The second photo is apparently the same picture from a different web site.  Notice how one has blue skies and one doesn't.

What are those strange red circles?  Are there crop circles on Mars?
